The Planning/Budgeting Council has been disbanded effective June 1, 2009 due to implementation of a
new governance structure, which established the "BUDGET AND PLANNING COMMITTEE" to replace functions formerly performed by PBC.

Vision Statement: (Adopted by the Board of Trustees 4/21/09)

MiraCosta College seeks to empower students to realize their unique potential. MiraCosta Community College District Educational Master Plan

Board of Trustees Strategic Policy Goals (Board reaffirmed 9/2/08, with stated emphasis on Student Success)

  1. 1. Develop, implement and assess student learning outcomes.
  2. 2. Promote a harmonious campus climate guided by ethical procedures and standards, and the practice of effective collegial governance.
  3. 3. Implement the Educational Master Plan.

Annual Implementation Priorities, as set by the Planning/Budgeting Council (PBC adopted on 12/19/07 for 2007-08 planning year. On November 19, 2008 PBC will adopt new AIPs or reaffirm the AIPs below for the 2008-09 planning year.)

  • 1. Increase the effectiveness of academic programs in support of Student Learning Outcomes. ( AIP 1 is in support of Board Strategic Policy Goal 1.) Emphasis: continuing the development and implementing the assessment of Student Learning Outcomes, and on hiring additional full time faculty.
  • 2. Expand opportunities for students to access academic programs and to succeed in achieving their learning objectives. (AIP 2 is in support of Board Strategic Policy Goal 1.) Emphasis: developing and implementing a Basic Skills Plan, and on continuing efforts to build career ladders for vocational and transfer students.
  • 3. Create opportunities for internal discussions on collegial governance and ethical standards. (AIP 3 is in support of Board Strategic Policy Goal 2.)
  • 4. Enhance MiraCosta's reputation as a leader in instruction, student services, and administration, and as a respected steward of the public's trust. (AIP 4 is in support of Board Strategic Policy Goal 2.)
  • 5. Maximize the effectiveness of current facilities and infrastructure, and prepare for the educational needs of the future. (AIP 5 is in support of Board Strategic Policy Goal 3.) Emphasis: implementing a program review which identifies needs for future facilities, faculty, staff, and equipment, and on preparation for a facilities bond measure.
  • 6. Seek external resources to implement the Educational Master Plan, such as partnerships, grants, and philanthropic activities. (AIP 6 is in support of Board Strategic Policy Goal 3.)
