Warren B. Diven, Attorney, Best, Best & Krieger LLP
Mr. Diven is a Partner in the Public Finance Practice Group of Best Best & Krieger LLP and currently serves as the managing partner for the firm's San Diego office. He has practiced public finance and public agency laws for 32 years with the last 24 years devoted to public finance law serving as bond and disclosure counsel for numerous municipal bond issues for cities, school districts and special districts. He has also served as the City Attorney for the cities of San Marcos and Solana Beach, Assistant City Attorney for the City of Oceanside and general counsel for several community service districts. Mr. Diven is an active member of the National Association of Bond Lawyers and the California Government Finance Offices’ Association. He also serves on CASTOFF, a state-wide committee of bond lawyers, financial consultants and underwriters addressing issues pertaining to assessment and community facilities district financing as well as the Legal Advisory Committee for the Coalition for Adequate School Housing (CASH). He received his B.A. degree from Kenyon College, Gambier, Ohio in 1967 and his law degree, with scholastic merit, from the Thomas Jefferson School of Law, San Diego, in 1976.
